Chlo'e Edwards is the Chief Executive Officer and founder of Transformative Changes. She provides overall strategic and operational leadership to power the organization’s mission to challenge the status quo in the pursuit of justice and human liberation. With over a decade of experience, the epicenter of her career has been public service. She works to center the needs and aspirations of historically marginalized communities to shift power to people in the social justice movement space. After working across diverse industries at the local, state, and national level, including the Small Entrepreneur Enterprise Development Institute, AmeriCorps, Voices for Virginia’s Children, The Truth Telling Project, The Movement for Black Lives, and Breathing Space, she is an expert in intersectionality.
In community, she founded Virginia’s first-ever Racial Truth & Reconciliation Week, which was recognized by Governor Ralph Northam and evolved into the Racial Truth & Reconciliation Virginia Campaign in 2020 and helped lead efforts to recognize racism as a public health crisis, making the state the first state in the south in 2021. Chlo’e has been recognized as a Richmond History Maker by The Valentine, earned the Virginia Association for the Education of Young Children’s Media Award, accepted the YWCA Outstanding Women Leadership Award, earned Style Weekly’s top 40 Under 40, and was featured as RVA Mic Share's top 34 Black women trailblazers.
Chlo'e holds a Master of Public Policy in Leadership from Liberty University and a Bachelor of Arts in English with a minor in Social Justice from Hollins University. She has participated in various leadership development programs, including the University of Richmond’s Bonner Center for Community Engagement Program, the Virginia Progressive Leadership Project, and the University of Virginia’s Sorensen Institute for Political Emerging Leaders Program.
She is the Policy Director at New Virginia Majority, Adjunct Faculty of General Education and Social Justice at Southern New Hampshire University, the DMV Youth Slam Team Coach and Youth Poet Laureate Advisor at Words, Beats, and Life, and is a certified yoga teacher, social emotional learning facilitator, and healing-centered engagement practitioner.

Ed Miller is the Chief Strategy and Operations Officer at Transformative Changes. He works closely with the Chief Executive Officer to streamline processes, develop strategies, foster expansion, maximize internal efficiency, catalyze impact, and implement strategic plans.
After conducting data analysis in some of the industry’s most rigorous environments, Ed's Analytic framework has been refined. With over 15 years of experience, Ed’s career has been dedicated to leveraging strategy and analytics to catalyze transformative changes in the social justice movement space. He joined Transformative Changes after working across various industries, including non-profit startups, large corporations, finance and entertainment, to identify simple solutions to complex problems – often hiding in plain sight. Notably, Ed established “Data as a Product” for international supply chain management at Wayfair.
In community, he co-Founded Marijuana Justice, a Black-led organization in Virginia that was established in 2019 to continue a movement of legalization centering on repairing the harms of the drug war. Through this work, he was appointed to the Richmond City Task Force to establish the city’s first Civilian Review Board working to help hold police officers accountable for misconduct.
Ed obtained a Bachelor of Science in Mechanical Engineering from the University of Virginia, and a Master of Arts in Professional Counseling from Liberty University. While a native to Richmond, Virginia, Ed currently resides in Brooklyn, New York.

Chloe Van Zandt is the Consultant at Transformative Changes. Over the past decade, Chloe has actively worked towards promoting equity and driving positive change for various communities.
Previously, she served as the Program Director of Water at Virginia Health Catalyst and led numerous strategic policy and advocacy initiatives, making a significant impact. Notably, Chloe orchestrated a successful grassroots advocacy campaign that secured a $34M budget amendment by the Virginia General Assembly, expanding Medicaid coverage to over 800K Virginians and enhancing their healthcare access. She collaborated closely with Virginia's oral health Medicaid program director, serving as a liaison to address issues between patients, health centers, and the program director, ensuring the smooth implementation of expanded coverage. Chloe's leadership also resulted in a 30% increase in Medicaid dental reimbursement rates, totaling $116 million, benefiting dental care accessibility for underserved populations. Additionally, she partnered with state officials to enable water utilities to access over $90 million in federal infrastructure funds.
Before joining Virginia Health Catalyst, Chloe had a background in higher education, where she coordinated community organizing efforts to engage students in activism. This experience honed her skills in mobilizing communities and fostering social change. With a Bachelor of Arts degree in Communication from Boise State University and a Masters of Public Health from George Washington University, Chloe combines effective communication strategies with a comprehensive understanding of the complex factors influencing public health outcomes. Her interdisciplinary training equips her to address societal, environmental, clinical, and systemic needs, advancing public health in the Commonwealth.
Through strategic partnerships with communities, experts, and thought leaders, Chloe leverages her program management expertise and genuine commitment to foster systemic change. She thrives in dynamic environments and strives to leave a lasting, positive impact on communities, one partnership at a time.

Nadira is the Consultant at Transformative Changes. Additionally, she is a community health worker with a passion for public health. She was first introduced to public health by volunteering at the Resource Centers in Richmond, Virginia. From there she realized her life’s calling and began her pubic health career. Nadira received her B.S. in Neuroscience from George Mason University. She then went on to obtain her MPH from Virginia Commonwealth University and is currently pursuing her DrPH at Morgan State University.
Nadira strives to see everyone have equitable access to being or becoming their healthiest selves. Nadira’s public health experience includes community health and outreach, program management, youth violence prevention, and nutrition. She currently serves as an adjunct instructor at Virginia State University teaching a Health and Wellness course. Outside of her public health career, Nadira enjoys spending tie with her two children, husband, and dog. Her favorite pass time is to have lunch in a park on a warm sunny day while immersing herself in a great historical fiction novel.
